THE CZECH RAILWAYS - ONE YEAR AFTER

This paper outlines the transformation programme, through which Czech Railways will have to pass, to adapt to new conditions under the post-Communist regime. This programme and process will enable: (1) their adaptation to the general conditions of a market economy; and (2) their transformation into a commercially oriented organisation, able to compete on the transport market and integrate themselves into the European railway system. The paper presents the main objectives and concepts of this programme, which are as follows: (1) creation of conditions for competition on the transport market; (2) preparation of conditions for privatising selected activities and sub-organisations of Czech Railways; (3) establishing an appropriate internal organisation structure; (4) defining the business sectors of Czech Railways; (5) improving financial management; (6) devoting authority and economic responsibilities to the lowest possible level of management; (7) an adequate personnel policy to develop, train and restructure the railway labour force; (8) new computer-based management information systems; and (9) technological development, to reach respective passenger and freight train speeds up to 160kph and 120kph on selected lines.
