EQUIVALENT SAFETY CONCEPT FOR THE MARINE TRANSPORT OF MATERIALS

This report is in microfiche form. A method proposed some years ago for determining the relative hazards associated with vessels carrying hazardous materials into ports by establishing hazard indices for the cargo, the ship, and the port <see Abs. No. 38709, Dec. 1974> is reviewed and considered to be basically acceptable. Some modific- ations are proposed, and formulations are presented for a vessel safety index and a cargo hazard index, based on the risk due to flammability and inhalation toxicity in the event of accidental release of the cargo. An initial approach to formulating a port hazard index is also presented.
