This paper outlines aspects of the Maastricht Treaty relating to the provision of trans-European transport networks and estimates the current state of progress. In April 1994 guidelines were established for the development of transport networks. The work envisaged is outlined for a) road, b) rail, c) inland waterway, d) the combined transport network, e) ports, f) airports and g) traffic management and control systems. The Delors White Paper of 1993 considered the importance of transfrontier links, the use of private finance, employment creation and industrial and environmental impact. The Christophersen Group's report in 1994 was particularly concerned with financial frameworks.
