ASSESSMENT OF THE ENVIRONMENTAL COMPATIBILITY OF INDUSTRIAL BY- PRODUCTS AND RECYCLED MATERIALS

A distinction is made between waste materials that have to be disposed of by dumping, and industrial by products and recycled materials that can be used as aggregates for road construction. Two fundamentally different systems for the assessment of the compatibility of industrial by products and recycled materials (referred to as 'aggregates') with water resources are discussed. The first consists of determining uniform limit values for the aggregates to be respected by all the different industrial by products and recycled materials. The second takes account of the special characteristics of each aggregate by determining specific limit values for each material. This system offers a better possibility of finding suitable areas of application for the by products and recycled materials. For three types of aggregate (municipal waste incineration ash, colliery spoil, and recycled material) the system of specific limit values is exemplified. In order to ascertain whether an aggregate satisfies the limit values for a specific material, a routine leaching method is required which can be used easily and provides readily reproducible results. A modified DEV-S4 procedure is used in Germany as the routine technique and might later be replaced by the tank leaching test. For the covering abstract of the conference see IRRD 869363.
