Illegal taxicabs operate in many cities throughout the United States, often responding to transportation needs of lower income people. Yet, there is little empirical research on such operations. As two economists of the Federal Trade Commission have noted, "...the low-income population spends higher shares of their income, and often simply more dollars, on taxis than does the high-income population. This article provides basic information on unregulated taxicab operations in eight cities and examines deregulation of the cab industry and its possible effects on illegal taxi operations.
