TESTING INTEGRATED TRANSPORT AND LAND-USE MODELS IN THE HELSINKI METROPOLITAN AREA

The interaction between land use and transport has become a key question in urban transportation planning. In Finland, the National Road Administration launched a strategic research project in 1991 entitled Transport and Land Use. A major interest lay in the use of computer models to forecast the impact of planning decisions upon land use and transportation. MEPLAN was chosen as a tool for testing this interaction. MEPLAN is a computer software package for analyzing and evaluating land-use and transport policies. This paper discusses the theory behind the model and its applications. The first study was made in 1991; a year later a preliminary study of the MEPLAN system and philosophy was carried out; and in 1993, a model was produced and calibrated for the Helsinki Metropolitan Area.
