A National Highway Traffic Safety Administration (NHTSA) ruling designed to prevent trailer brakes from dragging is actually increasing the likelihood of that event. In Docket 90-03, NHTSA eliminates the requirement for a separate trailer reservoir dedicated to releasing spring parking brakes and adds a trailer protection valve. The theory behind the ruling is logical; however, this article explains that the reality is quite different, highlighting the problems associated with an unpressurized trailer reservoir. The Maintenance Council plans to issue recommendations on dealing the problems generated by Docket 90-03. Key recommendations are provided in draft form in a sidebar.
