TEPIC TOLL ROAD: THE BEST DEAL THAT DIDN'T CLOSE IN 1994

The Guadalajara-Tepic Toll Road fell victim to Mexico's financial plunge at the end of 1994. The toll road was to be the ICA Group's first international project debt offering; the first capital markets financing of a startup toll road outside the United States; and the first securitization of forecasted cash flows from a noncommuter road outside the federal district of Mexico City. This article describes financing plans that were still viable in mid-December, detailing the conservative structure of the proposed deal and the risk allocation. The cancelled finance package was over a year in development.
