ORANGE COUNTY DISASTER: BOND FIRES IN THE LABORATORY

Just as the San Joaquin Hills Transportation Corridor Agency (TCA) won a legal battle to clear the right-of-way on a segment of the 24-km (15-mi) San Joaquin Hills toll road, Orange County filed for bankruptcy. TCA had invested in Orange County's highly leveraged investment fund, as had 186 other municipal governments and agencies. This article explains the disastrous investment strategy that led to Orange County's bankruptcy and TCA's financial options for making up the investment losses. The author notes that Orange County's Congressman, Representative Christopher Cox, is the GOP's new point man for developing legislation beyond the "Contract for America," which could be good for Californians living in Orange County.
