MOTORWAY CAPACITY ANALYSIS AND NEW MEASURES FOR IMPROVING CONGESTION

The total length of highways in Japan is expected to reach half of the planned length at the end of fiscal year 1994. From now on a motorway network will be rapidly built, and traffic convenience will be greatly improved. This will promote diversification of urban functions and settlement in rural areas, but on the other hand, traffic congestion on trunk motorways will become more severe. So far, several attempts have been made to improve bottleneck capacity, but no effective solutions have been found. This paper presents the situation of traffic jams, some results of research and study, and methods for improvement.
