This paper presents the main concepts of the Vaisala Road Condition Monitoring system. This is a real time system for providing weather forecasts and detecting black ice on roads. Data are provided about: a) the surface sensor; b) the data collection system; and c) the method of measurement, both for visibility (for example fog), precipitation type (frozen, mixed, liquid), pavement surface temperature, and thermal mapping. A cost benefit analysis of the road weather service provided by such instrumentation in Finland is provided. For the covering abstract see IRRD 867248.
