This paper considers the use by the Department of Transport of COMPARE, the whole life costing model for assessing pavement options, and considers the implications for the blacktop industry. It is suggested that whole life costing may contribute to minimising delays to traffic. It is also considered that whole life costing provides an incentive to enhance pavement performance and lists some of the benefits the system will bring. These include a) developing future standards and specifications, b) the assessment of Design Recommendations for New Pavements, c) assessing the potential benefits of new techniques and materials, d) establishing the implications of varying maintenace strategies and e) the adjudication of tender alternatives. Brief details are given of the plan to use COMPARE in the tendering procedure for 3 new road schemes. For the covering abstract see IRRD 866738.
