This paper describes the whole life cost model COMPARE developed at the Transport Research Laboratory for comparing the whole life cost of pavement options. Assessments are made for new pavements, existing pavements and for widening existing pavements based on a single carriageway over 40 years. Data input into the model includes road data, traffic flow, maintenance policy, works data, pavement condition and economic parameters. The outputs from COMPARE may include a) maintenance timing, b) maintenance costs, c) user costs and d) annual pavement condition. An example is given of variation in pavement condition over the evaluation period from a run of COMPARE. The effect on whole life cost of individual parameters is demonstrated including a) evaluation period, b) maintenance strategy, c) closure patterns, d) rate of working, e) works costs and f) quality of diversion route.
