EVALUATION OF COMMERCIAL ZONE ACTIVITY AT ATLANTA AND BOSTON

The purpose of the study was to make an initial examination of commercial zones and terminal areas related to motor carrier operations. Case studies of Atlanta and Boston were developed to determine whether the commercial zones at these cities should be broadened. The report also examined the history of commercial zone regulation by the ICC, to determine its policies and the applicable rationale. The surveys which were undertaken at each city are described and conclusions presented.
