IVHS AND THE ENVIRONMENT: NEW MODELS FOR FEDERAL, STATE AND LOCAL COOPERATION IN THE APPLICATION OF ADVANCED TRANSPORTATION SYSTEMS FOR ENVIRONMENTAL IMPROVEMENT IN URBAN AREAS

The State and Local Policy Program of the University of Minnesota's Hubert H. Humphrey Institute of Public Affairs is conducting a study of the potential for advanced transportation technologies to improve the environment in urban areas with an emphasis on models of cooperation among government at all levels, citizens and the private sector. Examined in this study are environmental impacts, technology issues, equity impacts, potential of new transportation strategies and institutional issues. Recommendations for federal policy initiatives include improving environmental and travel behavior data, increasing public participation, linking environmental goals to IVHS deployment, clarifying the lines between operational tests and deployment, enhancing the capacity of metropolitan planning organizations to address IVHS/environmental issues, and examining the use of Congestion Mitigation and Air Quality (CMAQ) funding in relation to IVHS.
