ENGINEERS DEMAND REVIEW OF ROAD NETWORK STRATEGY

In this brief article, the author outlines the proposals made in a report published by the Institution of Civil Engineers entitled: "Managing the Highways network" (see IRRD 865915). In this report, a radical review of the roles of all the organisations involved in network management is proposed, and a system of long term contracts which would clarify the respective roles of central and local government and other service providers is put forward. The creation of the Highways Agency is seen as a model which could be adapted for wider operation.
