CONGESTION ANALYSIS AND DIAGNOSIS IN UTC NETWORKS

It is suggested that the urban traffic control system SCOOT loses its effectiveness where there is a high level of congestion. This paper describes simulation studies carried out to gain an understanding of the mechanism by which congestion spreads, and to investigate those situations where SCOOT in its normal mode of operation loses effectiveness. A new measure of congestion is developed called 'wasted capacity' derived from SCOOT data. A method is proposed for diagnosing congestion and indicating the need for remedial congestion strategies.
