The author describes the failure of an intensive publicity and enforcement campaign to reduce motorist' speeds in the Netherlands and outlines further measures under consideration. Preventative measures aimed at the road user and at the vehicle are described. Preventative measures proposed include an advertising code to encourage safer driving and the fitting of speed governors to vehicles. The speed limit system is to be simplified and enforcement stepped up. Alternatives to the existing means of enforcement are being considered, in particular the use of roadside-vehicle communications systems to transmit signals to speed governors. Also discussed are the intelligent accelerator and ecometer aimed at optimising the use of fuel and the speed regulation switch on trial in Germany. For the covering abstract see IRRD 864909.
