Recommendations are made in this report from the Royal Commission on Environmental Pollution on ways to reduce the environmental effects of transport. Eight objectives for a sustainable transport policy are given. The main focus of the report is for the period 2000 to 2020. The first part of the report (chapters 2-5) presents an analysis and assessment of the environmental problems created by transport, with chapters on: the growth in mobility and use of the car; the effects of vehicle emissions; other impacts upon the environment such as noise, land development, demand for road space, the cost of accidents; and air transport. The second part of the report (chapters 6-9) contains a discussion of various approaches to the future of transport in terms of transport policy, economics, technological advances. The changes needed to achieve sustainability are identified in chapters 10-13, which cover three aspects of surface transport: freight; local journeys; and long distance transport, with an important objective in these areas to promote less environmentally damaging modes of transport and make best use of the existing infrastructure. Conclusions and 110 recommendations are given in chapter 14. An extensive list of references is included. Appendices to the report include: basic information on the various pollutants; projections of emissions from road transport to 2025; and the membership of the Commission.
