GETTING THE PRICES RIGHT: A EUROPEAN SCHEME FOR MAKING TRANSPORT ITS TRUE COSTS

This is the final report of a European Federation for Transport a Environment on the external costs of transport, including those o pollution, noise and accidents. Possible methods of incorporatin these costs into the pricing of the different modes of transport investigated. The effect of introducing any proposed additional on demand and competition as well as on pollution and traffic casualties is analysed. Information for the study has been suppl by a number of contractors. The report examines the feasibility taxing carbon dioxide, sulphur dioxide, nitrogen oxides, volatile organic compounds, noise and traffic accidents. An example is gi of external costs in Germany in 1993 showing that the social cost road transport is approximately 2.5 per cent of GDP. National differences in infrastructure and accident costs means that the t petrol and diesel fuel would vary from one country to another.
