HGV'S AND OPERATORS LICENCE'S - THE SURREY EXPERIENCE OF CONTROLLING THE IMPACT OF HGV'S ON THE ENVIRONMENT

This report looks at Surrey County Council's Operators Licensing (O Licence) experience during the 1984-1991 period. The heavy goods vehicle O licence monitoring team built up an extensive database on hgv operators, vehicle fleets, and location of operating centres within their county boundaries. This paper describes the approach taken by the County Council for evaluating how the hgv monitoring unit was established, and the success of the unit during the 1985-1992 period. The benefits that the monitoring scheme has brought for local residents in terms of improving the quality of their lives, and improving the environment are also investigated. The way road freight operators in Surrey have responded to initiatives taken by the Council are also presented. The lessons which can be passed on to the road freight industry sector from the Surrey experience are also given.
