EUROPE ON THE MOVE: RECENT DEVELOPMENTS IN EUROPEAN COMMUNICATIONS AND TRANSPORT ACTIVITY RESEARCH. CHAPTER 10. EUROPEAN TRANSPORT INFRASTRUCTURE AND NETWORKS: CURRENT POLICIES AND TRENDS

The author considers current European transport networks and describes a situation of congestion in central parts of Western Europe, poor access in peripheral regions and little provision for transit between countries. A need is identified for better planning, implementation and management of transport infrastructure networks across Europe. A number of guiding principles are put forward. Integrated approaches are recommended in regional planning and in the use of various modes for the best global efficiency. A clearer view is needed of the relationship between transport costs and user charges. Risk profiles need to be improved by a well managed planning process.
