On the basis of two examples, from El Salvador and Nicaragua, the authors show that even in countries where adverse conditions prevail, it is possible to help the bicycle achieve a break-through as a means of transportation for people and goods. However, if there is to be a lasting improvement in conditions for the poor sector of the population more needs to be done. Capital must be made available to enable them to buy suitable low-cost means of transportation. And this must be complemented by appropriate infrastructural measures, subsidies, and training programs, to mention just a few areas.
