ROAD TRANSPORT CASUALTY REDUCTION. TRANSPORT COMMITTEE MINUTES OF EVIDENCE, WEDNESDAY 23 MARCH 1994

This Minutes of Evidence includes a submission from PACTS (Parliamentary Advisory Council for Traffic Safety), Leeds City Council on the theme of road safety. The ways and means of reducing road accidents and casualties are discussed under the following headings: (a) the road environment; (b) driver behaviour and law enforcement; and (c) safety of non-motorised road users. These topics are looked at both in the short to medium term by suggesting immediate action and in the longer term, from the point of view of a transport safety policy. Suggestions include: (a) improving road planning and highway engineering schemes; (b) changing to Central European Time; (c) reducing the need to travel; (d) reducing driver violations by the use of speed and red light cameras; (e) increasing road safety education, and (f) giving priority to cycling and walking in any future transport policy.
