This article describes the planning, design, and construction of the Butetown Link, which will take traffic over Cardiff Bay on a viaduct, and under the town itself in a cut and cover tunnel. Details are provided of the alignment of the peripheral road, and the creation of the Cardiff Bay Development Corporation, who co-ordinated and planned the work. Brief details of the risk analysis, the site investigation and geology, and of the tunnel construction and embankment design are also provided. The modifications required in the tunnel design to withstand the attenuating forces caused by the very high tidal range are presented.
