THE PUBLIC TRANSPORT TICKET FOR STUDENTS

In the Netherlands students are entitled to a scholarship. The amount of that scholarship used to be tuned to individual circumstances such as travel distance between residential and school locations. These detailed regulations led to many problems in execution. By the end of the 1980s several developments led to problems almost beyond control: automation - meant to be a tool - became a bottle-neck and major source of problems in execution. An emergency team was called in to provide a solution for problems in automation and organization and to simplify regulations. An enormous simplification and avoidance of complex administrative tasks was accomplished by instituting a public transport ticket, a student pass, to all students.
