THE ECONOMIC IMPACT OF WINTER ROAD MAINTENANCE ON ROAD USERS
In this paper, an important objective of evaluating the effectiveness of winter road maintenance operations (plow when used, salt as a deicer, and following a bare pavement policy) is to obtain from a safety standpoint the economical impact of such operations on road users. The approach taken in evaluating the financial benefits of removing the adverse road surface conditions during snow and icy conditions is to compare savings (benefits) to the costs expended in deriving them. This paper will evaluate the benefit-cost analysis of winter road maintenance operations during snow and icy conditions and show any cost savings per vehicle kilometer of travel.
