Alain Fayard, deputy director of the French Directorate of Highways, recently reported that half of the $5.2 billion annual budget for construction, maintenance, and operation of France's 36,000 km national motorway network is funded from toll receipts on 5,800 km of intercity expressways. Monies comprising the other half come from regional and national government grants paid from general taxation. Fayard notes that governments must be prepared to engage in private sector infrastructure development, which can have risks. Cofiroute, the largest private toll highway concessionaire and operator in the world, was established in the early 1970's with substantial public assistance and now boasts assets of $2.25 billion as well as $275 million in shareholder equity.
