CAR-STORING PLACE ACT OF JAPAN - ITS IMPLICATIONS FOR URBAN TRANSPORTATION PLANNING

Since 1962, there has been parking legislation in Japan, which imposes a duty on car owners to have access to an off-street parking space. This Act was amended in 1991 to strengthen parking controls. The Act is briefly summarised, and the problem of illegal parking discussed. A household survey carried out in the Saitama prefecture (north of Tokyo) found that: car ownership levels in urban areas were affected by lack of parking places; only 50% of flat dwellers had a parking space. The appropriate level of parking provision is discussed, with reference to parking standards in Great Britain, USA and Germany. Finally, an experiment to introduce traffic calming in housing estates in suburban Tokyo is mentioned. For the covering abstract see IRRD 863439.
