ALL CHANGE! A TRANSPORT STRATEGY FOR CENTRAL REGION - THE ROLE OF WORKSHOPS IN PUBLIC PARTICIPATION

The Central Regional Council in Scotland's Policy Quality and Performance Review Committee of 25 August 1992 approved for consultation purposes its new transport strategy "All Change!: The Transport Challenge for Central Region" along with the proposed method of implementation through a series of Area Action Plans as set out in "All Change!: Action Programme". This was the culmination of eighteen months work by a joint member/officer policy group which commissioned a series of studies leading to the proposed strategy. As part of the work a two stage public participation exercise was carried out as part of the "Strategic Transportation Model and Priority Assessment" study carried out by Transportation Planning Associates in association with Drew Mackie and Associates and Rendel Planning for the Regional Council. In addition to the formal consultations, the study teams responsible for individual feasibility studies carried out consultations in order to develop their own proposals. Notable examples of these are the rail potential, bus potential and user friendly buses, cycling, travel to work, parking, pedestrian strategy, and traffic calming studies. Having developed the All Change! strategy the Transportation Policy group carried out an extensive consultation and public participation exercise during October 1992 and the Council approved its final strategy in February 1993. This paper sets out the procedures undertaken during the development of the transport strategy.
