THE ENVIRONMENTAL IMPLICATIONS OF CONGESTION ON THE INTERURBAN NETWORK IN THE UK

The paper reviews and identifies possible future trends in the scale, frequency and location of congestion on the inter-urban network. The paper discusses the causes of such congestion. The paper reviews different techniques proposed for tackling inter-urban congestion and assesses the environmental impacts of the different options with specific reference to the UK. The options assessed include the do- nothing option, increasing road capacity, increasing rail capacity, tolling of inter-urban roads, planning and land-use measures to reduce demand, and other measures such as speed limits and fuel taxes. The options are illustrated by examples as appropriate. Conclusions are drawn regarding the most appropriate policy measures for managing congestion on the inter-urban road network.
