Sovmortrans, a Soviet transportation company with foreign capital participation, started operations in January 1990. Among its shareholders are seven maritime ports, three foreign trade associations, VVO Sovfracht, and agency and forwarding companies from Belgium, the UK, Germany and Singapore. In this article, the chairman and director argues that the government's management of transport has produced a system where all connections between different means of transport have vanished and that the revitalization of the Soviet transportation market relies on the development of joint venture partnership with the West.
