The Navstar satellite-based GPS Program has now entered the production phase in all three segments of the overall program, the segments being the space, operational, and user portions. The space segment portion of the overall program completed launching the developmental Block I satellites in 1986. The first operational Block II satellite was launched in February 1989. Emphasis has been placed on upgrading the Operational Control System (OCS) components to full operational status and in developing a status reporting system. The User Equipment program for the American military is in initial production and the decision to proceed to full speed rate will be made during 1990. This paper addresses the current status of the GPS program as it moves into the operational phase and considers some aspects that concern the civilian user community both inside and outside of the USA.
