OIL TANKERS: DOUBLE OR NOTHING
The U.S. Congress has passed legislation requiring most existing single-hulled tankers calling in U.S. waters to be refitted with double hulls by the year 2010 or retired from the U.S. service. In passing the bill, the Congress opted not to align the U.S. with international protocols that limit a carrier's liability for oil spills, instead leaving that question up to the individual states. The political background of the legislation is briefly sketched and the provisions of the bill in relation to vessels of different sizes are outlined.
