A REVIEW OF TERRORISM AT SEA

The author differentiates the aircraft hijacking and the maritime hijacking and examines the factors that lead to their occurrence. These factors include political tensions, the vulnerability of the maritime target, and increasing criminal sophistication. A response so planned that it drastically reduces the benefit of the crime to the terrorist is shown to be the best deterrent against future attacks.
