During the 1980s, a decisive change occurred in ship operation. It was the recognition that a seagoing vessel must be regarded as an independent functional unit, and the awareness that innovations intended to produce substantial reductions in manning can be successfully introduced only if ship operational considerations are systematically taken into account. The objective of all measures must be the increased availability of the ship, along with a reduction in operating costs.
