THE U.N. COMMITTEE OF EXPERTS INTRODUCES THE IDEA OF GENERIC-ENTRIES FOR ALL CLASSES: NECESSITY AND INTERMODAL APPLICATION

The aim of this paper is to initiate discussion concerning the introduction of a new generic-entry system that is included in the U.N. Recommendations on the Transport of Dangerous Goods. Although all international regulations of the modes of transport are based on these recommendations, there are persistant problems that still complicate multimodal transport. These problems include certain classification and identification difficulties resulting from the existing U.N. numbering system. A new procedure, based on a newly developed generic entry system for classifying organic peroxides, is proposed. Finally, insights are given regarding ways and means to develop similar systems for classifying other types of hazardous goods.
