VITAL AND VIABLE TOWN CENTRES. MEETING THE CHALLENGE

This report draws together information on trends, as well as experience in the United Kingdom and abroad, to enable local authorities and others to make the most of their town and city centres. It is presented in three parts. (1) the challenges. This draws on fresh analyses of 32 towns by the Bartlett School of University College London, and includes reviews of shopping and leisure trends. In this part alternative futures, based on American or Continental models, are considered, and an assesssment is made of the impact of different policies; (2) the responses. This considers the responses local authorities can make, both in assessing vitality and viability and in devising town centre strategies; and (3) the final part which deal with good practice. It is based on responses to a survey from 335 district and borough councils and a number of case studies, visits, and interviews as well as analysis of literature. This section sets out some basic guidelines, with illustrations from the five basic types of town.
