ENVIRONMENTAL IMPACT ASSESSMENT FOR A MARINE BULK TRANSFER FACILITY-A CASE STUDY IN PROCEDURES AND METHODOLOGY

A 20 million ton/year coal transfer facility is proposed for Duluth/Superior Harbor. To facilitate its inception, a comprehensive environmental impact assessment program has been undertaken. The goal of the assessment program will be twofold. One, it will provide an environmental data base, impact information and control strategies to the design engineers early in the concept phase in order to minimize negative aspects of the facility. Secondly, it will provide a readable, technically accurate environmental impact statement of the appropriate review agencies in as short a period of time as possible. /Author/
