MARINE PLASTIC POLLUTION AND MARPOL ANNEX V
A brief background is given on the pollution problems and hazards to sealife that are caused when ships dump plastic wastes at sea. The provisions of MARPOL 73/78, which became effective in the U.S. on 31 December 1988 and are intended to control the problem, are summarized. The mandates of MARPOL 73/78 are the centerpieces of the "Marine Plastic Pollution Research and Control Act of 1987," which is Title II of Public Law 100-220 and implements Annex V of the MARPOL 73/78 agreement. The requirements that this implemental law imposes on ports and on vessels of various sizes are clarified.
