On 1 February 1989, the UK implemented new laws relating to the detailed weight monitoring and control of UK export cargoes carried onto British-registered roll-on/roll-off ferries carrying more than 12 passengers. Ports around the UK have had to quickly purchase and install suitable manually-operated or automatic weighbridges and to decide who should pay for their use--the port authorities, ferry lines, vehicle operators or shippers. The effectiveness of the law in enhancing the safety of passenger ferry passages from UK ports remains to be determined.
