The push for streamlining the government acquisition process has been complicated by legislation such as the Competition in Contracting Act. Acquisition strategy decisions are often influenced by the real and perceived incompatibility between legislative actions. The author discusses courses of action that can be taken to satisfy both sets of requirements and keep risks to a reasonable level.
