THE PILOTING EXPERT SYSTEM: TRANSITION FROM OFF-LINE PROTOTYPE TO ON-LINE DECISION SUPPORT

Piloting large vessels in congested waterways is a complex task and an inherently judgmental activity that involves decision making under conditions of uncertainty. This article describes an approach to providing improved onboard decision support to masters, mates on watch and pilots navigating in restricted waters. It discusses the use of cognitive decision aids in piloting; the design and development of such a decision aid for use in New York Harbor; and the transition of the system from an offline prototype to an operational shipboard expert system for tankers transiting the Gulf of Alaska.
