THE APPLICATION OF VTS CONCEPTS AND OPERATIONAL FUNCTIONS IN THE DESIGN OF A VESSEL TRAFFIC SERVICE

This paper is concerned with the concepts needed to portray the operational functions of a vessel traffic service (VTS) as a starting point for the design of such a service. The concepts themselves are largely based upon the findings of the COST 301 project with regard to shore-based aids to navigation. Section 1 of the paper discusses the concept definitions. Section 2 deals with the internal and external functions of a VTS. Section 3 proposes a method for assessing vessel traffic service on the basis of scenarios. It describes the process and presents examples of microscopic and macroscopic assessment methods.
