APPLICATIONS OF RISK ANALYSIS IN PORT DESIGN, PLANNING AND OPERATIONS

Key factors in the design of ports are the statistical nature of many parameters, be it storm conditions or ship arrivals, and the uncertainty related to the prediction of these and other parameters. Risk analysis techniques allow the rational and objective incorporation of these statistics and uncertainties into the design and operation of a port. It is explained that these techniques, though they may at first appear unnecessarily sophisticated for the purpose, can be of definite value even in relation to the ports of developing countries. After a brief background on the philosophy and techniques of risk analysis, specific areas of application are outlined to demonstrate its use and benefits for ports in such countries. Emphasis is given to the area of project appraisal in port planning because of the timeliness and importance of that aspect for developing countries.
