Following the report on the findings of the 'HERALD OF FREE ENTERPRISE' disaster inquiry, the UK Department of Transport (DTp) Marine Directorate produced draft legislation detailing new requirements for online draft measurement systems interfaced with loading stability computers that operators of passenger-carrying ro/ro vessels would be obliged to install and use. The DTp stipulated that for compliance with the regulations, a high measurement accuracy was to be achieved and all systems were to be type approved by their surveyors. This paper describes various aspects of a development project to provide microprocessor-based instrumentation and marinized computer systems. Novel techniques to maintain accuracy of draft measurement and for minimizing the additional workload on the loading officers are discussed, together with the development of the systems to integrate the vessel itself with the whole port-freight management operation.
