DEJA VU...AGAIN: CARRIERS CONFRONT ANOTHER COMPREHENSIVE LIABILITY SCHEME WITH AN HNS CONVENTION

This paper first addresses the fundamental issues confronting the governments that seek the enactment of an international liability and compensation convention for the marine transport of hazardous and noxious substances (HNS). It then focuses on the ways in which the EXXON VALDEZ incident is likely to affect the outcome of international deliberations on such a convention.
