THE IMPLEMENTATION OF OPTIONAL ANNEX III OF MARPOL 73/78 WITH AMENDMENT NO. 25-89 THROUGH THE INTERNATIONAL MARITIME DANGEROUS GOODS (IMDG) CODE

Annex III of MARPOL 73/78 is concerned with preventing pollution from harmful substances carried by sea in packaged form--for example, from deck cargo in this category--if washed overboard in a storm. The Marine Environmental Protection Committee and the Maritime Safety Committee of the International Maritime Organization have agreed that the Annex should be implemented by incorporating provisions in the International Maritime Dangerous Goods Code covering the marine pollution aspect. This paper explains how this has been accomplished and summarizes the procedures agreed upon. It indicates when the requirements are scheduled to enter into force and discusses the provisions and measures thought essential to protecting the marine environment from pollution by packaged harmful substances.
