COMBATING TERRORISM AT SEA

Under the auspices of the International Maritime Organization, the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation was adopted and opened for signature in March 1988, together with an accompanying optional protocol, the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms Located on the Continental Shelf. The Convention will enter into force once it has been ratified by fifteen states. This article discusses the negotiating process through which the Convention was evolved, and highlights some of the main provisions.
