SYMPOSIUM ON SAN FRANCISCO BAY FERRY SERVICE: BACKGROUND PAPER

This paper was intended to serve as a basis of discussion for a symposium on San Francisco Bay ferry service. The possible applications of ferry service are categorized into three areas. The first is passenger transport, including intercity commute services, "water taxis," and river and estuary crossings. The second is freight transport, perhaps including the rerouting of truck traffic off congested bridges and roadways, intra-bay distribution of containerized cargoes and facilitation of access to port facilities. The third is emergency transportation, where ferries could provide reserve capacity for evacuation or essential services in the event of a natural disaster or other emergency within the Bay area.
